Dr. Yoo was recently elected Chairman of G.O.A.’L., returning to a leadership role he previously held from 2016 to 2019. A long-standing volunteer and advocate, he has been closely associated with the organization for many years, demonstrating a deep and lasting commitment to the community and G.O.A.’L.’s mission. In recognition of his contributions to supporting overseas Korean adoptees, he received a Presidential Commendation in 2025.

In Korea, he has held major leadership positions, including Chairman and President of the Korea Deposit Insurance Corporation and Chairman and CEO of the Korea Securities Depository. In these roles, he helped modernize Korea’s financial infrastructure, strengthen international cooperation, and provide technical assistance to Asian countries. He has also served in important government posts at the Ministry of Economy and Finance and the Financial Services Commission.

A distinguished economist, Dr. Yoo brings decades of experience across international financial institutions and academia. He has held senior roles at the Asian Development Bank, the World Bank Group, and the Asian Infrastructure Investment Bank, where he led the establishment of the bank’s financial management and governance framework. He has also taught as an Emeritus Professor at Konkuk University and as Vice Dean and Professor at Shandong University of Finance and Economics in China.

His academic background includes degrees from Seoul National University, Sciences Po Paris, and the École Nationale d’Administration, and he earned a PhD in Economics from Kyonggi University. He is the author of numerous publications on capital markets and financial development.
